  Subject: Another Update

> Things change, so another update for you is in order.

> Yesterday Governor Ige announced changes to the Safe Travels program that directly affect guests and owners coming to our state, and of course, Kiahuna.

> Here is a recap of the changes that I copied from the Honolulu Star Advertiser:

> Rule Change: Must Have Negative Test Results BEFORE Landing
> This takes effect TUESDAY, November 24th.
> No exceptions. If you land without negative results IN HAND, you must quarantine for 14 days or the length of your trip, whichever is less.
> Here's part of the Star Advertiser release:
> Hawaii<https://www.tripadvisor.com/Tourism-g29217-Island_of_Hawaii_Hawaii-Vacations.html> Tourism Authority President and CEO John De Fries discussed this tweak to the pre-arrivals testing program at the HTA board meeting today. He also said a formal announcement also is expected to come down adding Canada, one of Hawaii's most important international markets, to the state's pre-arrivals testing program, with Korea and Taiwan coming soon.
> Since Oct. 15, domestic trans-Pacific "travelers who, upon entry into the state, provide written confirmation from a state-approved COVID-19 testing facility of a negative test result from a test administered to the traveler within 72 hours from the final leg of departure" have been exempt from the mandatory quarantine.
> Travelers who came in with a pending test result have been allowed to get out of the quarantine once it could be verified through the state's Safe Travels Hawaii system. However, the state quickly found itself with a backlog of pending tests. Travelers grew frustrated as they waited sometimes three to four days or more wait for a manual review. During one low point, there were more than 3,700 travelers waiting to get out of quarantine.
> "Starting Tuesday if you disembark here in the islands through a trans-Pacific flight<https://www.tripadvisor.com/Flights-g29218-Kauai_Hawaii-Cheap_Discount_Airfares.html> you must have a negative test uploaded, and if not, you automatically will go into a 14-day quarantine. It's a much stricter policy that is being taken," De Fries said.
> He added, "This has been brought about by the number of people who have arrived with no test uploaded, test results pending. That segment of traveler has caused a tremendous amount of workload and a bottleneck in the system."

> End of copy.

> This change will make Kauai a safer place, and be easier to understand, at least in my opinion.

> It is the responsibility of all of us to ensure that Direct Rentals, Service Contract bookings, and Castle guests all know the rules.

> Hopefully, the rules online will be updated quickly to reflect the changes. I think the only item missing above is that should a traveler have WRITTEN proof of a negative test upon arrival through a Trusted Partner, it is my understanding that this will be honored even if it has not been uploaded into the safe travels app.

> I hope to have more concise information when I write my newsletter next week, but as this takes effect Tuesday, I needed to get this new information to you.

> A few more reminders:

> Castle Kiahuna will NOT be taking guests subject to quarantine, no change from what we informed you earlier.

> Our office hours have been extended to 9pm daily

> Late arrivals need to use the lock box, and you need to give them the code:  4601

> Aloha, stay safe, and enjoy your weekend!

United Air to Offer $250 Coronavirus Tests on Flights to Hawaii

by Justin Bachman

United Airlines Holdings Inc. will offer on-the-spot coronavirus testing to customers flying to Hawaii who are willing to pay $250 to avoid a two-week quarantine on arrival. The carrier hopes the testing regimen can be expanded to help pave the way toward reigniting international travel, which collapsed during the pandemic because of customers’ fears of catching the virus, and restrictions required by many countries for arriving visitors.

Regarding Safe Travel App

Aloha Valued Travel Partners:

REGARDING:  SAFE TRAVELS APP
                         Effective:  September 1, 2020

John Monahan, President and CEO of the Hawaii Visitors and Convention Bureau, requested that we share the following information on the State’s new Safe Travels online application with our valued travel partners.

Effective tomorrow, September 1, 2020, all Hawaii travelers will be required to complete an online Safe Travels application. The new digital application collects health and travel information and is critical to protecting the health of residents and visitors alike. Safe Travels is one part of a multi-layered screening process, which also includes arrival temperature checks, and secondary screening for those with symptoms or temperatures of 100.4 degrees Fahrenheit or higher. The application can be found at https://travel.hawaii.gov.

This digital app will allow travelers to provide their required health and travel information before they arrive at the airport and will also help the State of Hawaii keep in contact with those who are required to be in quarantine. This is an important step in preparing to reopen the State’s economy.

More information on the Safe Travels program can be found:  https://ets.hawaii.gov/new-online-safe-travels-application-mandatory-on-sept-1/.

Castle Resorts & Hotels is pleased to work with the government in communicating new information with a common goal.  Please disseminate to the appropriate departments.  Should you have any questions, please feel free to contact me or Lori Flores at lflores@castlehospitalitygroup.com or Crystal Idica at cidica@castlehospitalitygroup.com.  STAY SAFE and take care.

Governor Ige email regarding next steps

Aloha Owners,

Roy sent this to me to blog.  I know we are all very anxious for the 14 day quarantine to be lifted regarding out-of-state travel so that we can all start renting our units again.
Aloha,
Denise

Aloha,

Over the past few weeks, we have seen significant progress in our fight against the COVID-19 crisis. With fewer than five cases every day and several days of zero new cases, Hawaiสปi continues to be among the states leading the nation in controlling the spread of the virus, thanks to your commitment to following our physical distancing and health mandates.

Because of our successful efforts, I announced the lifting of the 14-day quarantine for interisland travel effective Tuesday, June 16. This important step for Hawaiสปi will help reunite families and friends who have been separated due to COVID-19. It will also help with the reopening of our kamaสปฤina economy.

I want to thank you for your patience while my office worked with county mayors and the Legislature on this plan to reopen interisland travel. I want to assure you that the health and safety of our residents are still our primary concern, and we would not have taken this step if key indicators were not achieved.

In addition to Hawaiสปi’s low counts of new COVID-19 cases, which are among the lowest in the nation, we also have ample healthcare capacity to handle any new outbreak or surge. In addition, our testing and contact tracing capacity continues to increase every day.

Lifting the quarantine is great news, but the experience of flying between islands is going to be different than what we’re accustomed to. A new screening and tracking process will help us minimize any new spread and allow us to quickly respond if an outbreak occurs. This system includes thermal screening at the airport for everyone who travels between the islands. Also, travelers will be required to fill out a new travel form that will help the state track and respond to new cases.

After reopening interisland travel, the next step will be reopening out-of-state travel for residents and visitors. Planning is being done in earnest, but it needs to be a careful, thoughtful process. We have seen what has happened to other communities that reopened too quickly. There have been new outbreaks. And many of our key visitor markets, such as California, still have large numbers of new cases that are of concern.

Opening interisland travel on June 16 is an important first step because we will be able to refine our systems and processes.

We also have been exploring multiple options to allow a reopening of out-of-state travel, including travel corridors and bubbles, screening and contact tracing. We have made excellent progress in our plans, and I hope to be announcing sometime next week an avenue for reopening out-of-state travel.

Everyone in Hawaiสปi has done a great job in coming together to flatten the curve. It’s been difficult, but you followed the mandates, and I am proud of what we have achieved. And even though we are reopening our community, we all must continue our safe practices: maintain physical distancing, wash your hands, wear your masks, stay home if you feel sick, and avoid large gatherings.

Remember that the best way for us to control the virus is through our own actions. We all need to take personal responsibility. So please, take care of yourself, take care of each other, and most importantly, take care of our community.

Aloha,
Governor David Y. Ige

Quarantine Extended on Kauai

Aloha Owners –

As of yesterday, our Mayor, with approval from the Governor, made some changes to the travel restrictions for Kauai. Here is a recap of the new rules, and also a list of recently enacted or changed rules that might not have been conveyed to you in our last message:

New as of yesterday:

  • The 14 day visitor quarantine was extended to the end of June. This is only for Kauai at this point, and the Governor did sign off on it.
  • Beaches will be opened on May 15th, limited to groups of 10 or less. All members of the group should be part of the same household. Each group must maintain social distancing from other groups. Beaches will be open a half hour before sunrise to a half hour after sunset, except to fishermen. If people don't comply the opening could be rolled back.
Things that are new within the past week or so:
  • Rental car companies are prohibited from renting to individuals under the 14-day quarantine. Both the rental company and the driver will be cited if caught violating this rule.
  • Retail stores were allowed to open Thursday May 7, so long as social distancing is practiced.
  • TVR's / other rental units are not considered essential, and must remain closed until June 30th under the extended quarantine. They are also prohibited from advertising during this period.
  • Restaurants remain closed except for take-out or delivery. We are hearing that Memorial Day weekend is a potential date to open dining rooms at between 25% to 50% capacity.
  • State parks, with the exception of Polihale and Wailua River State Park, reopened last week for exercise purposes. Lookouts in Waimea Canyon and Kokee State park remain closed, but hiking trails are open.
  • The 9pm to 5am curfew was eliminated on 5/4.
  • A one-time use hotel key is not part of an emergency order, but was recommended by HTA. About 70% of hotels are issuing one time use keys. (Translated, that means if someone comes here that is subject to quarantine, their key will only open the door once for them upon arrival, then cease to operate)

For those of you operating a listing on VRBO, Flipkey, Airbnb, or individual websites, you MUST remove availability on your unit through June 30th (or longer if extended). So if someone does a search of AirBnB or VRBO for Kiahuna for June dates (or May), your unit will not show up in the results. Failure to do so risks a fine and/or prosecution from the county, and they are actively searching listings. Castle will not accept any of your bookings for this period.

On a more positive note, housekeeping has completed most of the free deep cleans, and our maintenance team continues to perform light tasks in your units, again at no charge, to improve upon our product.

Some of you will see some cash flow as publicized earlier due to National Guard usage, who have now extended until the end of May. I would assume (and hope) that due to this extension their services will be needed in June as well, but there is no guarantee at this time.

I have no crystal ball on when we will open up for “normal” travel. I guess our hopes and prayers for June did not work, so let us refocus them on July. We are all in this together, and at some point something has to give, as none of us can continue on like this forever.

Please be safe, and feel free to contact your team here on site if we can be of service to you.

Aloha

Roy and the Staff

IMPORTANT INFO FOR DIRECT RENTERS --Also read about the Beach Hut and Laundry

Aloha Owners,

The RAB encourages all owners that have direct rentals between today (March 26-April 30), to contact your guest and advise them about the mandatory 14- day quarantine.   Please don't wait for your guest to contact you.  Please advise Castle if your guest decides to cancel or to re-book to a later date.

I blogged something related to this a few days ago.  Please see link below.

Mahalo for your help during this difficult time.

Denise

------------------------------------------------------------------------------------------------------------

Please read below from Chris Gampon to Roy and Gana to understand what is being done with the Beach Hut and Laundry during this time:

As part of our effort to address the evolving COVID19 situation we are making temporary adjustments at the property.  Some changes have already taken place, others will be effective today or by Friday.  In response to the State Stay-at-Home Order and County Rule #4 and #5 we are taking further steps to adjust our operations

Changes taking place by the end of today (03/25/2020):
  • Beach chairs will be secured.  They will remain secured until further notice.
  • The majority of the lounge chairs will be removed from the lawn area.

Changes taking place on Thursday 03/26/2020:
  • Laundry facility hours will be adjusted to 9:00am – 5:00pm

Changes taking place by the end of day (5pm) on Thursday 03/26/2020:
  • The Beach Hut will be secured.
  • The Beach Hut will remain closed until further notice.

We feel these changes address the Stay-At-Home work at home put in place by the governor and the stricter County Rule #5 (23) that states, for lodging properties, “Tourist usage is discouraged.  Individuals staying at these properties are not allowed to utilize any common spaces like pools, game rooms, spas, etc.”.  It is our opinion that the defined uses and intent of the rule would put the beach services into the “etc.” category.

With the COVID situation changing on a daily basis, we may be required to made additional adjustments in the future.  We understand that these changes may not be popular.  We appreciate your understanding during these challenging times.

Please monitor the state and county announcements.

The link to the County Day Use Park Permit Fee is below.

A similar message, to what is above, is being sent to all Kiahuna rental agents.  This message is directed to just the two of you as on-site agents.  I am aware that you both have occupants.  In as much as outdoor activity should be curtailed to physical and mental health activities, taking a swim for exercise purposes is one of the activities exempted from the rule.  With that in mind, while I have staff available, I can have a small supply of towels delivered to your desks each morning.  They would be picked up the next morning.

Poipu Beach Athletic Club Coronavirus Response

Aloha Owners,

Roy sent me this regarding the PBAC.

Aloha,
Denise

March 20, 2020

Dear Members,

During these trying times citizens from across the globe are taking steps to stem the spread of the Coronavirus. Not all citizens have been asked to stay home or close their businesses. Those who have are experiencing immediate financial hardship and are at risk of losing their small businesses. The sacrifice others are making illustrates the resolve necessary to address the situation responsibly.

Here in Kauai we are not under orders to close our businesses or to stay home. We have a curfew from 9pm to 5am and have asked those who have planned vacations to Kauai to re-schedule those trips. There are recommendations from our state government and from the CDC (Center for Disease Control and Prevention) and we are implementing relevant recommendations while we remain open to the membership. The Poipu Beach Athletic Club will remain open for business unless we are required to close.

The staff of the Poipu Beach Athletic Club have many concerns. The PBAC currently employs 32 individuals and our tenant, the Cabana Bar and Grill, employs many, many more. These livelihoods depend upon the PBAC remaining open. To keep these incredible people working and earning a paycheck we have taken measures to address the Coronavirus in a responsible manner. You will see a very proactive effort by our entire staff to clean, clean, clean. We have implemented distancing measures around the pool, in the gym, at the check-in and with our fitness programs. The staff recognizes the magnitude of the situation and is aware that their jobs could be lost if the Club is required to close. They are willing to stay on the job to provide a venue in which our members can relax and pursue their health and wellness.

The support of our members is also critical to the Club’s ability to stay open. The revenue generated by the monthly dues is the financial backbone of our business. Membership comprises of both local members and vacation rental members. We anticipate reductions due to the contraction of the tourism industry generally and visitors to Poipu specifically. While the loss in revenue from our resort and vacation memberships is likely to be significant, we are in a position to weather those reductions in the short-term. Our local members are also critical to our financial survival.  Local members continue to support the Club and appreciate the staff’s effort to keep the club open as one of the few options for exercise, recreation and enjoyment.

We are asking all of our members to honor their contracts and support the PBAC. The Club is a fun, pleasant and happy environment where our members can enjoy a vast array of amenities. While we cannot suspend all accounts under contract, we have decided to offer a credit to our individual, joint and family memberships in an effort to expand our commitment to the community. If you believe your financial circumstances warrant a credit, please email us and we will discount your membership dues 50% for the month of April. Again, please ask for this discount only if you need it. After we see the impact of this discount, as well as the reduction of revenue from our resort and vacation rental memberships, we will re-visit this issue for the month of May.  We greatly appreciate the support of our staff and members as we work together to keep our Club in operation while the government leads us to overcoming the Coronavirus.

Having created this venue at the end of 2013 and watching it struggle through the early years to reach the success of today, I am proud of our amazing staff and overwhelmed by our member loyalty. Both staff and members form a friendship network for me personally and I look forward to every visit.  I still have plans to expand the club and will do whatever I can to make sure the Poipu Beach Athletic Club not only succeeds, but also exceeds your expectations.

Stay healthy and enjoy one another wherever and whenever possible. The Poipu Beach Athletic Club intends to be that place today and for the foreseeable future. Thank you all for everything you do to make the Club a special place.

A hui hou,

John Horwitz
